To learn English, you need an English dictionary, to learn Chinese, you need a Chinese dictionary, and to learn Japanese, you need a Japanese Dictionary.
Just like English or Chinese dictionaries, there are also a lot of free online Japanese dictionaries, among which, below 10 are the most popular and powerful, you can use them directly without any registration or installation.
