A useful list, thanks very much!  I strongly believe that language learning resources should be available for free -- classes can often be extremely expensive, and there are many people out there who think studying English is a luxury that they can't afford.  Websites like this make it possible for many more people to have a go, which is great.

My two favourites from your list are The British Council and BBC English. Although, admittedly, I haven't used some of the others. (By the way, I remember learning Chinese writing on BBC English. That was really impressive)

 

@RaYcorn_College has a new Free Online English Lesson Programme (with a live teacher). This would be a good supplement to the above because all lessons are with a live qualified teacher. Lessons are currently held once a week and students don't pay and don't have to pay in the future either. The aim is to make these lessons always free.

Best collection...i have visited one site...globalaviationenglish.com.....it's best for students from aviation industry like pilot ,flight attendent and all...but grammar and video training sections are very powerfull for basic English learner...they taught by step by step....AND IT"S COMPLETLY FREE

You may want to consider http://www.learnalanguage.com It has Spanish to English and French to English as well as other languages. It's more for vocabulary than anything else and the audio you hear comes from native speakers. It's free too.
